Muskoka closely parallels other Regional Municipalities in Ontario with The District Municipality of Muskoka (District of Muskoka) forming the upper-tier of a two-tier system of local government.

The Town of Bracebridge and the Town of Gravenhurst are two of the lower-tier municipalities collaborating on this project shall jointly hereinafter be referred to as the Fuel Management System Team or (FMST) in the joint Request for Proposal (RFP) process for a Fuel Management System and corresponding equipment.

The FSMT is part of a Shared IT Services initiative. These services include network and server administration and support, a common authentication (password and security management), common technology and email standards, centralized technology purchasing and license and vendor management, archival administration and business continuity planning, and Service Desk support. This FMST shares a common data centre with some of the lower tier municipalities in Muskoka.

This shared services model has provided the members with the ability to leverage their resources in order to utilize IT services and software products at a level that would not be achievable if undertaken separately.

The Town of Gravenhurst will be receiving proposals on behalf of the FMST from proponents with consideration of the following:

The Proponent will provide on-line hosted software technologies with an option for the municipalities to host internally.

The Proponent will provide professional services with proven competency in order to implement a comprehensive solution.

The scope of this Request for Proposal (RFP) includes the provision of a software system, project management and professional services to meet stated project objectives including:

- installation and testing of the product;

- solution implementation;

- end user and IT staff training;

- user and technical documentation;

- ongoing support and updates

- a replacement schedule for any hardware, equipment and related components: and

- other typical requirements of a system implementation.

The Customer will provide datain the format of their choiceto be uploaded to the Proponent’s application unless otherwise specified.

Proponent’s application shall be capable of unloading and downloading data electronically on behalf of the customer. The Proponent is to provide options to accommodate future integration with software applications.
